Letter to Delhi Govt regarding rehabilitation of Khori Gaon residents within Delhi borders and with Delhi identity proofs

Subject: Matter of urgent attention regarding rehabilitation of Khori Gaon residents within Delhi borders and with Delhi identity proofs

Respected Sir,

We are writing to you to seek your urgent intervention in a matter that could lead to the eviction of over 10,000 families residing in Khori Gaon in the next few days.

On 7th June 2021, the Supreme Court passed orders directing the Faridabad Municipal Corporation to undertake evictions of Khori Gaon on the premise that it is located on forest land and is an encroachment. The Court gave the state administration six weeks to comply with its orders. In response, the Haryana government has adopted a heavy-handed approach by imposing section 144 from 16th June, continuous police presence and disrupting the resident’s access to water and electricity. During today’s demolition drive, a large number of houses ( more than 300 Hundred) were demolished, leading to heavy destruction of property and livelihoods.

The area where the eviction is slated is a border area of Delhi and Haryana. The Haryana government has repeatedly mentioned that only those with Haryana identity cards or electricity bills are eligible for rehabilitation. Since a majority of the households hold Delhi identity cards, addresses, and receive electricity from Delhi, most of the residents will not be eligible for the rehabilitation scheme announced by MCF. These resident’s children are enrolled in Delhi Anganwadi and schools. Hence, these households are entitled to protection under the DUSIB 2015 Act on relief and rehabilitation. 

Further, as shown in map 1 (attached), Khori Gaon borders Haryana & Delhi. These maps also show the clusters Chungi 1, 2, & 3 in Lal Kuan, just beside Khori Gaon. As per map 2 (attached) prepared by Gram Vikas Samiti of Lal Kuan, Chungi 1, 2 & 3 falls in Delhi. However, since the border between Delhi and Haryana is not marked, we are concerned that the demolition drive might impact Chungi residents.

Hence, on-ground verification is urgently required to clarify the border and to survey households who are Delhi residents with Voter IDs, ration cards, and Aadhar cards. Firstly, the Haryana government has already started the demolition without arranging rehabilitation. Secondly, since they have clearly mentioned that they will not take responsibility for those who have Delhi identity cards, a large group of Khori Gaon residents will be abandoned. 

As there is a large group of Delhi residents, we request you to take the following measures – 

●        Conduct an on-ground verification to demarcate the border urgently

●        Conduct a survey to identify those households who are Delhi residents urgently

●        Intervene and extend the DUSIB policy of rehabilitation to all Delhi id cardholders
